A fault with the signalling system between Darwen and Bromley Cross has caused all lines to be blocked between the two stations.
As a result, trains may be cancelled and delayed.
Disruption is expected to last until 15:00.
Trains disrupted are trains between Blackburn and Rochdale, operated by Northern.
